  1.1Job Requirements

  A candidate should possess the following skills and qualifications:

  • Must have Bachelor’s Degree in Computer Science or Computer Engineering or other related fields.
  • Must have 15+ Years’ experience in software development.
  • Proven working experience as a Chief Product Owner for at least 5 year(s)
  • Certified Scrum Product Owner (CSPO) is a must.
  • Traditional PMP experience or PMP Certified is a plus.
  • In-depth practical experience in Agile Project Management.
  • In-depth practical experience in Scrum, and Kanban.
  • In-depth practical experience as a functional consultant for Oracle HCM or Oracle HRMS or SAP HCM.
  • Strong experience in implementing HR/Payroll processes in governments in the Gulf
  • Strong knowledge of product development architecture
  • Good knowledge of software development and other relevant web technologies.
  • Proven hands-on experience managing all stages of the product lifecycle.
  • Stick to timelines and measure progress during development.
  • Strong government business understanding is a plus.
  • Previous engagement in government e-service projects is a plus.
  • Good experience in e-government process automation.
  • Ability to work cross functionally with Compliance, Infrastructure, Business and Software Engineering.
  • Proficiency in the use of analytic tools.
  • Ability to prioritize effectively.
  • Excellent knowledge of user-centered design principles.
  • Excellent communication and negotiation skills.
  • Ability to work with large-scale teams.
  • Understanding of design quality standards
  • Problem-solving and analytical skills.

    Chief Product Owner responsibilities include:

    Communication with key stakeholders and product sponsors.
  • Lead and develop a team of Product Owners (POs) and ensure the vision of the portfolio of products is clearly articulated.
  • Accountability for the product vision and strategy.
  • Responsible for budgeting of requirements.
  • Coordinates product development on a high level.
  • Coordinates the split of requirements into system parts and into other related products with the support of the architect and product owners.
  • Responsible for business themes, features and sometimes for epics definition.
  • Build, own and manage a product and program roadmap from features to prioritize capabilities and opportunities.
  • Plan and drive solutions through leading and developing a team of product owners.
  • Collaborate with and facilitate difficult business decisions with functional groups to optimize business and technology and ensure cross functional buy-in.
  • Drive the team and ensure that all are working toward a common goal by elaborating on stories, vision, limitations, and approving new stories and driving decisions across products.
  • This leader will work across traditional POs as well as data modelling and business process reengineering team members who support product, business, and technology changes needed for program success.
  • Optimize execution by facilitating change through business and technology teams and be accountable for the delivery of solutions that meets multiple needs.
