Description:
•Assist Technical Manager in the day-to-day running of vessels ensuring technical readiness at all times.
•Assist Technical Manager in establishing and setting maintenance standards for the assigned vessels in compliance with the Company’s Management System guidelines.
•For assigned vessels, monitoring of the planned maintenance system and ensuring monthly review/verification of maintenance performed, monthly engine reports, monthly engine job plan, inventories of spares and stores on board.
•Undertake technical inspection of assigned vessels as assigned by the Technical Manager in line with the Company’s Management Systems and procedures(as a minimum quarterly inspection.).
•To follow and monitor the validity of vessel class certificates and be aware of the tracker for the planning of timely renewal as required.
•Assist in preparing the scope of work for repairs and surveys, special surveys & dry-docking.
•Investigation of major machinery failures and follow-up of any resulting insurance claims and promulgate technical safety bulletins to the vessel of preventive machinery maintenance based on lessons learned.
•Carry out vetting /concurring/approving orders for material, spare parts, services, and repairs on other requirements from the vessels, within the approved budgetary parameters as pre-set.
•Witness refits, repairs, and services and supervise the performance of the jobs by vendors in accordance with the work orders. Ensure work completion/work measurement for each job and support the Chief Engineer. Sign off the work done certificate/service report as assigned by the Technical Manager.
•Provide technical support to Operations Manager and arrange corrective actions based on deficiency reports received from the vessels relating to incidents, accidents, non-conformities and near misses.
•Liaise and work with DPA/QHSE Manager on request, to ensure timely completion, and implementation of any corrective actions with regards to ISM, ISPS or MLC requirements.
•Interview Chief Engineer, Second Engineer, ETO and other Engine Officers before recruitment to check their suitability and verify their experience.
•Train engine room crew and assist the engine room crew in the overhaul of machinery, and running of machinery, particularly on aspects of safe working and pollution control measures.
•Evaluate Chief Engineers when their contracts are ended and make personal comments for ETO, Engine officers, and engine crew if required, or requested and report to the Technical Manager about findings or concerns if any;
•Verify familiarization and performance capabilities during Chief Engineer take over also ensure briefing / de-briefing of all Chief Engineers during sign-on and sign-off.
•Track all defect reports, and maintenance plans raised by the vessels to ensure timely closeouts.
•Monitor inventory lists, spare part list, critical equipment list and critical spares list onboard all assigned vessels.
•Performing DROPS Audit once per year as per the SMS Manual Checklist.
•Keep the Technical Manager updated on machinery spaces and machinery condition.
•Assist Technical Manager to prepare annual Technical Budget and monitor budget compliance for assigned vessels.
•Review and approve assigned vessel requisitions (Deck & Engine) as a primary appraiser and cooperate with the Operations Manager for the deck requirements.
•Provide cost-saving options to Technical Manager.
•Take over as Chief engineer of any company vessels as directed by Management.
•Carry out any other task as assigned by management from time to time.
When any Technical Superintendent is on leave, his assigned vessels are still under his responsibility and assigned vessels shall be notified by adequate means. In case of any emergency, a responsible substitute person should be delegated by him or by the Technical Manager.
