Description:
A leading regional contractor with a substantial roads and highways portfolio, now expanding delivery capacity into Syria's infrastructure programme. This is a flagship appointment carrying full delivery and commercial accountability, with direct reporting to executive leadership and genuine autonomy on site. The role suits a civil construction leader who has built roads at scale, has run P&L rather than programme alone, and is comfortable where supply chains and approvals demand judgement rather than process.
►Key Responsibilities
Delivery
•Own end-to-end execution of major road and highway projects, cost, schedule, quality, and scope.
•Set execution strategy, construction sequencing, and resource allocation across all active sites.
•Run a structured risk cycle: identify, quantify, mitigate, escalate.
•Track progress against baseline and intervene early on slippage or productivity loss.
►Commercial
•Hold full P&L accountability for the portfolio; protect margin at every phase.
•Lead variations, claims, EOTs, and contractual correspondence with clients and consultants.
•Direct procurement and supply chain for heavy plant, asphalt, aggregates, and specialist road technology, with close attention to lead times and logistics routes.
•Deliver monthly cost-to-complete forecasting and commercial reporting.
►Leadership & Stakeholders
•Act as senior on-site authority over multidisciplinary engineering, construction, and support teams.
•Build site organizations; recruit, mentor, and develop national and expatriate staff.
•Serve as principal contact for clients, consultants, ministries, and permitting authorities.
•Lead executive reporting and presentations to the Managing Director and client leadership.
►Quality & Safety
•Enforce QA/QC regimes in line with contract specification and international standards.
•Champion HSE as non-negotiable, driving toward zero lost-time incidents.
•Ensure compliance with local regulatory and permitting obligations.
►Requirements
►Qualifications
•BSc in Civil Engineering (essential).
•Master's degree in Engineering, Construction Management, or Business (preferred).
•PMP certification or chartered status with a recognized engineering institution (preferred).
►Experience
•18+ years in civil construction, including a minimum of 5 years at Project Director or equivalent portfolio-leadership level.
•Proven delivery of major roads, highways, and associated infrastructure of comparable scale and value.
•GCC and/or Levant delivery experience; prior exposure to reconstruction or emerging-market environments (preferred).
►Commercial Capability
•Demonstrated P&L ownership at portfolio level.
•Strong command of FIDIC or equivalent contract forms, claims, variations, and EOT management.
•Experience directing procurement and supply chain for heavy plant and materials.
►Leadership
•Track record building and directing large multidisciplinary site organizations, including subcontractor management.
•Ability to recruit, develop, and retain national and expatriate engineering talent.
•Executive-level communication and presentation skills.
►Technical & Systems
•Familiarity with modern road construction technology, asphalt production, and pavement quality systems (preferred).
•Primavera P6 or MS Project; ERP-based cost control environments (preferred).
►Language & Mobility
•Fluent Arabic and English — both essential.
•Willing and able to be based in Syria; comfortable operating in a demanding environment.
