    Position : Section Head- Plant Performance Location - Attarat Operation & Maintenance Company, Attarat Um Ghudran, Jordan The Head of Plant Performance is responsible for managing the Plant Performance Section to deliver a high quality and professional service to the Company and will report to Operations manager. The Summary of Role, Accountability, Responsibility and Authority
    • The Head of Plant Performance is accountable for the plant performance management program at 2 X 270 MW APCO Plant.
    • This accountability includes the following jobs:
    • Accountable for reporting to top management on plant performance management system.
    • Accountable for identifying persons, authorized by top management, to work with as plant performance management team.
    • Accountable for ensuring that the planning of plant performance management programs is designed to support the company’s energy policy.
    • Accountable for accomplishing plant performance management programs, including: executing plant performance management programs, conducting plant performance audit, implementing the recommendation of plant performance audit results.
    • Accountable for determining criteria and methods needed to ensure that both the operation and control of the plant performance management system are effective.
    • Accountable for planning and monitoring the plant operation performance to meet management, PPA and business plan requirements including availability targets, production quotas and fuel consumption. Producing routine reports and providing authoritative advice to management of Plant Performance.
    • Accountable for monitoring & evaluating Plant Efficiency and electricity production and advising Plant Operations and Engineering of any deficiencies and deviations from normal conditions.
    • Authorised for being the on-site liaison between APCO and NEPCO for down- loading energy export/import data and preparing the agreed Energy Transaction Reports.
    • Accountable for undertaking regular testing of main plant and plant auxiliaries (e.g. Oil Shale sampling, Heat rate, feed-water heaters, etc.) and advising Operations and Engineering of the findings.
    • Accountable for monitoring, evaluating & reporting on Plant Emission Monitoring & Control and advising management of significant deviations from normal performance.
    • Accountable for monitoring and controlling Fuel Oil Stock (including stock monitoring, transaction arrangements and routine fuel oil balance & consumption forecasts).
    • Authorised for managing and co-ordinating their team’s training and development plans and appraisal schemes, setting targets and objectives, ensuring training meets the needs of the company business.
    • Accountable for preparing, agreeing and managing an operational budget for the Plant Performance Section in accordance with Company practices.
    • Accountable for delivering training on plant performance to other Sections as agreed from time to time with management.
    • Responsible for making a positive personal contribution to safety, security and good housekeeping.
    • Responsible for undertaking any additional relevant duties and responsibilities within the role and capabilities.
    Skills Required (Knowledge and Skills)
    • Responsible for monitoring and evaluating plant performance.
    • Monitor overall plant performance (heat rate) as well as the performance of individual equipment and subsystems (e.g. boilers, turbines, condensers, FW heaters).Optimise the overall plant energy conversion process and commercial performance
    • Develop thermodynamic models for all related equipment and systems.
    • Analyse and troubleshoot discrepancies between current operating data, model predictions and long term operating trends.Identify areas of improvement in Operation & Maintenance practices across the power generation and water treatment plant.
    • Model and predict consumption of Oil Shale, raw water, water treatment chemicals and other consumables, compare to current and long term trends, analyse the results and make recommendations for improvements.
    • Guide and assist the Maintenance and Operation departments to effect improvements in plant performance and efficiency.
      Troubleshoot abnormal operating events and coordinate a solution between relevant parties.
    • Assist in the management of major contracts like the Power Purchase Agreement.
    • Comply with all QA and HSE policies and procedures.
    Key Attributes (Experience and Qualifications)
    • Possess a Bachelor's degree from an accredited university in Mechanical Engineering.
    • Have at least Minimum >10 years experience in a Power Plant environment with Minimum 3 years experience in Plant Performance role/ function using data to optimise plant performancein >200 MW capacity Power Generation units.
    • Fluent in English with strong oral and written communication skills.
    • Demonstrated high levels of organization, written/verbal communication and documentation skills with strong leadership skills.
    • Knowledge of test standards and protocols, and underlying thermodynamic principles.
    • Experience of undertaking a wide range of power plant testing, monitoring, reporting and analysis leading to quantified improvements. Knowledge of thermodynamic modelling would be advantageous.
    • Proven strong analytical and problem-solving skills
    • Excellent interpersonal skills, with the ability to engage and work at all levels within the business. The candidate must be fully committed and flexible to meet the business requirements.
    • Good overall knowledge of power plant operations.
    • Good computer skills with working knowledge of MS products (Power Point, Word and Excel)
