      • Holding BSc in engineering (a must).
      • At least 5 years’ experience in the HSE field, with at least 2years’ experience in a power plant or oil & gas operation.
      • A recognized HSE qualification is required
    • Job Description
      • Establish a strategic perspective, formal HSE management system “EHSMS” principles, and effective compliance HSE management in reducing plant HSE risks; threats to the environment, or employees and liabilities, all in collaboration of ISO and legal and EIA requirements, and achieve any related certificates
      • Assure providing the highest standard of health, safety and environment, and assist HSE Manager in reducing cost and the impact on the company’s profitability through safety loss prevention programs.
      • Ensure that formal Risk Assessments are carried out for all project activities, Review Hazard/Risk Management Plan for all key activities and Monitor the effectiveness of hazard control measures, job safety plans at site.
      • Ensuring the Company is aware of statutory obligations and participating in the HSE programs such as HSE inspection; audits etc. along with the management team and recommend corrective actions.
      • Giving proper guidance to the company in finding right direction to reduce the HSE Risk. And update skills/training and Promote workplace safety, Organizing Health Safety training programs.
      • Conduct HSE audits in parallel to the requirements of project’s EIA’s 2013 and its amendment 2015 and schedule and bring non-conformances into the notice of the company.
      • Providing proper guidance to the line managers in investigation of accidents and participate in the investigation team and reporting to the management and authorities.
      • Critically evaluating the accident investigation report and advising the Company for taking appropriate corrective/follow-up actions in preventing accident, avoidance of Health hazards and communicating the learning points to concerned parties
      • Document non-compliance and corrective actions. Maintain records of all documents and reports related to HSE.
      • Review/comment other types of site plans and related practical procedures and customize them as per the requirements, including subcontractors and vendors.
      • Represent HSE department in tendering, contracts and procurement and assist commercial department in technical and financial evaluation.
      • Proactively ensure the enforcement and promote HSE policies and procedures and guarantee that all HSE measures and precautions are strictly considered and taken care of during the execution of operations activities to avoid any activity which might lead to Health Safety and Environment incidents. Assure site is complied with company HSEMS and contractual requirements.
      • Conduct regular field inspections of construction activities for compliance with related contract, HSEMS, existing permits, approvals, and other applicable HSE regulations and commitments.
      • Design and/or review and maintain safety Permit to Work System, customizing it to suit each site as per its special conditions.
      • Identify hazards and appraise conditions which may cause accidents, analyse near misses, incidents and accidents reports, propose and implement corrective and preventive actions/measures.
      • Provide administrative support in the site`s HSE budgeting and resources control.
      • Ensure liaison with Authorities and with external organizations.
      • Provide support to the management and to entry level employees, as well as general supervision to less experienced engineers.
      • Design and execute training programs appropriate to requirement of the project to ensure that all personnel are trained to the appropriate HSE procedures as per their job and tasks.
      • Develop and implement environmental strategies, for example strategies for sustainable development, resource conservation, and waste reduction.
      • Coordinate consultations on environmental issues and incorporate feedback into management plans.
      • Develop pollution control, pollution prevention, and recycling programs.
      • Coordinate all aspects of resource use, pollution prevention, waste management, environmental health, risk assessment, and employee involvement.
      • keeping up to date with relevant changes in environmental legislation and initiatives including international legislation where applicable.
    • Skills Required:
      • Able to demonstrate leadership qualities that keep the team working together and focused on HSE.
      • Be collaborative, respectful and cooperative with others regardless of who they are.
      • Experienced in power plant operation and maintenance.
      • Be physically fit and available to work extended hours to support the team if required.
      • Fluent in Arabic, and very good English oral and written communication and report writing skills
      • Good computer skills with working knowledge of MS Office (Power Point, Word and Excel)
      • Excellent Teamworking skills
      • Excellent communication skills.
