Audit Lead – Information Systems Audit -Candidates inside Qatar only
Job Profile
The position reports to the Section Head – Information Systems Audit and the incumbent is responsible to conduct reviews and evaluation of the information systems deployed in the subject entities. The Audit Lead is responsible for all the activities of audit assignments from planning until follow-up of audit recommendations, as per approved methodology.
The responsibilities include but not limited to:
- Define the audit assignment objectives and prepare a detailed scope of work for the audit, in coordination with the Section Head.
- Develop the audit assignment planning documentations, audit resource requirements, initial list of information requirements
- Finalize the audit program based on the process understanding and risk assessment.
- Supervise the audit team consisting of Senior Auditors, Auditors and Graduate Trainees, throughout the audit assignment from the risk assessment, initial controls assessment, detailed fieldwork, audit work paper documentations and in drafting the audit observations.
- Critically review the audit work papers, finalize the draft discussion reports and conduct validation meetings with the entity Focal points.
- Prepare the draft discussion reports and respond to the review comments from Section Head and other Senior Management.
- Take full responsibilities for the conducting the audit, validate achievement of audit objectives and respond to the quires raised by the Quality Assurance Team.
- Review the responses received from the auditees for the Discussion reports and prepare the Final Report with appropriate recommendations for further review.
Ensure implementation of final recommendations.
- Provide input / Update the audit programs to be used in the audit assignments and ensure that the audit programs are up to date with the international standards / frameworks.
- Conduct / Participate/ assist to the teams engaged in the special reviews / investigations and tender documents review
Job Specific Competencies
The job requires conducting IT Audit assignments in all the government entities (with varying criticality, complexities and sizes in terms of IT infrastructure) in a demanding environment. The audit assignments are to be completed on time with high quality standards established by the Bureau. The Audit Lead is expected to interact with the entity personnel at various levels including senior management. The minimum competency requirements of the incumbent include:
• High degree of technical and analytical skills to evaluate the IT systems, programs and applications used by the subject entities and evaluate their performances; to ensure the State resources are diligently utilized following the principles of economy, efficiency and effectiveness.
• Excellent understanding of IT Governance / IT Audit frameworks such as ITIL, COBIT, NIA, NIST, ISO/ISE frameworks, IT Project frameworks and Risk Management frameworks.
• Very good understanding of licensing models of commonly used software systems such as Microsoft, Oracle, SAP and IBM etc.
• Excellent communication skills both verbal and written communications.
• Excellent drive, perseverance, motivation and interpersonal skills to work with multi-cultural workforce environment.
• Very good problem-solving skills and time management skills.
• Working Knowledge in Audit Management systems such as Teammate and Archer.
Job Specific Academic / Professional and Experience Requirements:
• Degree in Information Technology / Business Administration / Management Information Systems, Accounting or a related field with professional certifications such as CISA and CISM.
• Professional Audit certifications such as CIA, CA/CPA will be an added advantage.
• Minimum of 10 years of post-qualification experience in IT / IT Audit. At least three years supervisory experience in IT audits.
• Preference will be given to candidates with Bilingual (English and Arabic) proficiencies.
