Description:
►The Chief Officer for Engineering Projects provides strategic leadership for the organization’s engineering and technical functions. This role oversees technical planning, engineering governance, engineering studies, project delivery support, contract administration oversight, and technical advisory services to ensure that all engineering activities align with organizational objectives, regulatory requirements, contractual obligations, and industry best practices.
►Key Responsibilities:
•Lead the overall direction of the engineering and technical functions in line with the organization’s strategic goals.
•Oversee engineering studies, technical planning, feasibility assessments, design review, and project support activities.
•Ensure the consistent application of engineering standards, technical procedures, quality requirements, and contractual obligations across projects.
•Provide technical and contractual guidance to leadership, internal teams, clients, and project stakeholders.
•Review and oversee engineering designs, studies, tender documents, technical reports, and contract-related documentation.
•Monitor technical performance across projects and provide updates, insights, and recommendations to executive leadership.
•Identify and manage technical and contractual risks that may affect project delivery, compliance, quality, schedule, or cost.
•Support project implementation by ensuring alignment with approved designs, technical standards, FIDIC conditions of contract, and relevant regulations.
•Provide leadership in contract administration matters, including variations, claims, correspondence, and interpretation of contract provisions.
•Lead and develop technical and engineering teams, promoting accountability, collaboration, and high performance.
•Oversee the planning and management of departmental budgets, resources, and technical priorities.
•Contribute to continuous improvement in engineering processes, systems, consultancy practices, and project delivery methods.

•Experience in engineering governance, standards, technical compliance, and risk management.
•Strong understanding of project delivery within a consultancy firm or engineering consultancy environment.
•Experience overseeing technical and contractual aspects of large and complex projects.

►Qualifications:

•Demonstrated experience in conducting engineering studies and technical assessments.
•Strong knowledge of FIDIC contracts and contract administration practices.
•Previous experience working in a consultancy firm or engineering consulting environment is highly preferred.
