    Job Purpose

    The Mining HSE Officer will be reporting to the Mine Manager and AMCO’s HSE Lead. He will be working to supervise the mining contractors and AMCO’s staff on all HSE related issues insuring implementation of AMCO’s EHSMS and its planned objectives. Duties and Responsibilities

    • Assure providing the highest standard of health, safety and environment, and assist AMCO in reducing cost and the impact on the company’s profitability through safety loss prevention programs.
    • Establish and/or develop and/or review AMCO HSEMS (Health, Safety & Environmental Management System) in line with legal requirements, codes of practices and international recognized standards, based on an in-depth analysis for the hazards associated with company`s provided services and activities.
    • Document non-compliance and corrective actions. Maintain records of all documents and reports related to HSE.
    • Review/comment other types of site plans and related practical procedures and customize them as per the requirements, including subcontractors.
    • Represent AMCO in Tendering stages, and assist contracting management in subcontractors HSE evaluation.
    • Establish and maintain a professional relationship with all concerned parties HSE Representatives, including Subcontractors HSE personnel and management.
    • Support the development and implementation and use of HSE Management system, policies and procedures.
    • Proactively ensure the enforcement and promote HSE policies and procedures, and guarantee that all HSE measures and precautions are strictly considered and taken care of during the execution of operations activities to avoid any activity which might lead to Health Safety and Environment incidents.
    • Assure mine is complied with AMCO & APCO HSEMS, and contractual requirements.
    • Conduct regular field inspections of mine activities for compliance with related contract, HSEMS, existing permits, approvals, and other applicable HSE regulations and commitments.
    • Understand, Comply, communicate to all personnel and work towards achieving AMCO HSE objectives.
    • Analyse incidents statistics to figure trends and patterns to decide priorities to prevent recurrence.
    • Develop HSE requirements for subcontractors, assess their HSE level and participate in their selection. Ensure contractors have necessary competences and certifications to work in the Plant and relevant HSE Management System.
    • Maintain HSE Management System including policies, programs, audits, and processes to identify hazards, assess and mitigate risks and environmental impacts.
    • Design and/or review and maintain Permit to Work System (Excavation work, hot work, work at heights, lifting work, blasting activities, Night work,...etc.), customizing it to suit each site as per its special conditions.
    • Identify hazards and appraise conditions which may cause accidents, analyse and investigate near misses, incidents and accidents reports, propose and implement corrective and preventive actions/measures.
    • Provide administrative support in the site`s HSE budgeting and resources control.
    • Establish a system of audits to measure the effectiveness of the HSEMS and ensure the requirements are being effectively communicated throughout the work force. Monitor and organize follow up of the different reviews and audit reports.
    • Ensure liaison with HSE Authorities and with external organizations.
    • Provide support to the management and to entry level employees, as well as general supervision to less experienced engineers.
    • Design, review and implement appropriate training programs to ensure that all personnel are trained to the appropriate HSE procedures as per their job and tasks.
    • Assisting in other related HSE tasks as required.
    Minimum Qualification
    • BSc in Mining Engineering or any relevant field.
    • Must have NEBOSH Diploma, or NEBOSH International Construction Certificate
    • Licensed / registered practitioner with the recognised authority \ B.S. in Safety and Health or equivalent
    • 5 years of HSE experience with experience in mining sector with strong background in manning industry and has a deep understanding of legal health and safety guidelines
    • Must have safety and vocational health specialist/technician certificate, NEBOSH international general certificate or other related accredited HSE certificate.
